The story so far…

In June 2021, we partnered with the Central Digital and Data Office and the National Cyber Security Centre (NCSC) and set out to improve the collaboration experience for UK government organisations by creating a Cross-Government Collaboration Blueprint. The blueprint was created by focussing on key scenarios developed in consultation with several government organisations. It is designed to be used in conjunction with the other guidance we have published, which focuses on Secure Configuration, BYOD, and Information Protection (more on that later). Please be sure to check out those too, so you have the full ‘box set’.

Fast forward to today, we’ve given that ‘box set’ a new name that makes it clear how the guidance fits together, seen in this illustration:

We also updated the guidance based on real-world feedback and product evolution to include the following:

• Addition of Shared Channels guidance
• Updates that clarify Calendar Availability guidance
• Azure AD B2B updates
• Brand and naming updates to align with changes to Microsoft technology
• Teams 2.0 Release
• A statement in the Strategy regarding Google Federation

A notable recent development is the update to the Government Security Classification Policy (GSCP). Microsoft has partnered with Government Security Group, the Central Digital and Data Office and the National Cyber Security Centre (NCSC) to provide configuration guidance for those wishing to implement the OFFICIAL tier of the GSCP using Microsoft Purview Information Protection (MPIP), available as part of Microsoft 365. The guidance assists those wishing to classify and protect files, control who can access them, and allow greater control when sharing information between departments, partner organisations, and customers. Cross Government Collaboration Blueprint – history refresher

We started this work in 2021 by consulting a broad group of end users from across government, and we found that there was an inconsistent user experience when working with colleagues from other organisations due to differences in configuration. The guidance helps to address this, and it is important to keep up with the recent developments of Microsoft 365, which is why we have updated the guidance.

We determined that a baseline configuration for government organisations would enable a more consistent and secure approach to collaboration. The recommended configuration we’ve produced focuses on these key areas:

• Keeping control of documents and allowing real-time co-authoring by sharing links rather than sending documents as email attachments.
• Making it easier to arrange meetings by allowing people to share their calendar availability across government.
• Allowing people to work more effectively as a team by enabling instant messaging and other features of Microsoft Teams.

Crucially, we’ve recommended an open approach to collaboration by default, giving users the freedom to choose who they collaborate with. This is a move away from a more restrictive ‘allow list’ approach which can create barriers to collaboration.

Does this approach make it less secure? No. Here’s what the NCSC have said:

“By following the Secure Configuration Alignment and applying the cross-government collaboration guidance on top, it is the NCSC’s view that Microsoft 365 can be appropriately configured to protect an organisation’s data against the threat profile for the OFFICIAL classification when collaborating and sharing information between government departments. The NCSC expects that guidance related to collaboration and security is implemented in its entirety to avoid gaps and weaknesses leading to increased risk of a data breach.

“The NCSC believes that modern cross-organisation collaboration services that share access to information via its originating system will be more secure than traditional methods such as sending copies as email attachments to external organisations. By using modern collaboration practices, such as those described in this guidance, organisations have greater auditing and visibility of how their data is being handled and more options for owning who and where their information is handled.”

National Cyber Security Centre

The Blueprint is intended to be a baseline upon which individual organisations can build. For example, if an organisation identifies specific needs that aren’t met by the Blueprint, there is flexibility for them to go further and implement even tighter controls, while being mindful that this could impact on people’s collaboration experience.

Guidance on protecting government data using Microsoft Purview

The guidance assists those wishing to classify and protect files, control who can access them, and allow greater control when sharing information between departments, partner organisations, and customers.

A spokesman from the Government Security Group said: ”The Government Security Classifications policy (GSCP) sets out the administrative system used by HM Government (HMG) and our partners to appropriately protect information and data assets against prevalent threat actors. The GSCP was updated in 2023.

“This gave us a significant opportunity in UK government to modernise and standardise how organisations apply technical controls in line with security classifications. Microsoft 365 is widely used across UK government, so we partnered directly with Microsoft to define a standard approach to applying sensitivity labels and data loss prevention features of Microsoft 365 in line with the GSCP.

“The resulting technical guidance provides a baseline from which organisations can select the most relevant elements and tailor them for their specific use cases. Our objective is that this will be an enabler for the GSCP and that it will also create a better user experience for civil servants and our partners.”

Building on the Government’s Secure Configuration Blueprint

This guidance builds upon the Microsoft 365 Guidance for UK Government: Secure Configuration Blueprint for the UK Public Sector, which outlines how to configure a Microsoft 365 tenant for use at OFFICIAL (which includes OFFICIAL-SENSITIVE), and sits alongside the Cross Government Collaboration guidance and the Bring Your Own Device guidance.

The guidance draws on experience gained working right across UK government and the public sector industry and incorporates existing best practice that has previously been published by Microsoft.

We determined that a baseline configuration for government organisations would enable a more consistent and secure approach to configuring classification and protection policies by providing a starting point for technology and compliance professionals alike. The recommended configuration we’ve produced focuses on these key areas:

• Increasing visibility of where data is located to data governance teams.
• Providing protection that follows documents as they are accessed internally or when shared externally by assigning the relevant GSCP label.
• Providing visual labels that indicate how a document should be handled.
• Providing visual labels for Microsoft Teams and SharePoint to control whether external users are allowed access to content stored within them.
• Complementing the Cross Government Collaboration Blueprint to mark and protect documents as they are shared and co-authored between Government departments and partners.

Important note about this guidance

This guidance has been written as a starting point and organisations should consider how they may wish to supplement it with additional controls, as appropriate for the environment and risk appetite.

The blueprint guidance has been structured to follow a Microsoft-recommended three-phase approach for implementation: ‘Crawl, Walk, and Run’.

With the ‘Crawl, Walk, Run’ approach, changes can be introduced in phases across your organisation, focusing on small sets of users first and then expanding to broader audiences. This will allow you to deploy quickly whilst minimising disruption and help you establish a baseline of user behaviour before introducing tighter restrictions. It will also help you identify early potential conflicts or compatibility issues between different tools, so you can address them before they have further impact.

Using the visual indication provided with sensitivity labels is a small, but important benefit of the capability that sensitivity labels can provide. The guidance is based on an outcomes-based approach which aims to reduce the likelihood of accidental data loss or oversharing.

The guidance looks to provide ‘outcomes-based’ controls that use the features available in Microsoft Purview Information Protection to restrict access to content based on the label selected.  The sensitivity labels are broken down into two distinct areas: content labels and container labels.

Content labels

Content labelling applies the label directly to documents and emails. This stamps the data with label metadata, which is maintained wherever the data resides.

Content labels are used to provide visual indicators for the scope where the document or email should be accessed.

Container labels

Container labels apply to a workload (e.g. SharePoint, Teams or M365 group) where content is stored.  The labels are used to define whether External Guest users are allowed to access the container and collaborate with internal member users.

Container labelling applies the sensitivity label at the container. Container labels are named differently from the data labels as they serve a different function – namely to control access to the containers. These labels provide a visual representation of the Privacy level, Public or Private, and whether external guest users are allowed to be members of the Team or SharePoint site, Internal or External.

Using hard data as a starting point, we explore the changing world of hybrid work. Guided by our own experiences of neurodivergence and disability, we debate how a more collaborative and accessible approach can drive efficiency across the public sector. In most cases we find that it can be done using technology that governments already possess.  

As a former policy advisor with hands-on experience of shaping equality legislation, these issues are all very close to my heart. 

Aligning leaders and teams to make hybrid work, work

The first episode of the Public Sector Podcast Series, season four, is The Future of Work – Facing the Hybrid Challenge. In it, Microsoft’s Henry Rex, industry advisor, and Rakhi Sachdeva, modern workplace specialist, discuss findings from the latest Work Trends Index report. The numbers reveal a significant disconnect between managers and teams around attitudes to remote working. 87 percent of remote employees reported feeling confident in their productivity at work, while only 12 percent of managers felt the same way about the performance of their remote teams.  

Managers can benefit from investing more trust in their teams and using soft skills to ensure that everyone gets access to the vision and culture of the organisation, which is key to productivity. Helping staff learn new skills ‘on the go’ improves both retention and productivity. We also discuss how a more flexible approach to work can empower individuals who have differing needs to be more effective. Building trust between management and staff enables everyone to align around the public service mission; as Henry Rex points out, people often join an organisation for the money, but stay there for the culture.

Neurodivergence and the innovation challenge

In episode two, Innovate Together, Microsoft account technology strategist, Andrew Boxall, talks about managing change in government and how it can enable staff to embrace more productive and collaborative ways of working. Along the way we discuss our shared experiences of being neurodiverse in the workplace, which provides insights into the challenges of data-driven innovation. 

Addressing bias and differing learning styles enables public servants to collaborate better across organisations. The Innovate Together initiative, supported by Microsoft, aims to accelerate innovation and best practice sharing across the public sector. Trailblazers like Norfolk County Council provide an inspirational example of how advanced techniques such as robotic process automation can drive efficiency.  

Success depends on leaders who set an example and have the initiative to share their learnings. All our guests agreed that making better use of existing tools is a great way to achieve incremental efficiency gains in government, and start building confidence. 

Extending accessibility and inclusion to drive productivity 

In episode three, Accessibility, Equality, Diversity, and Inclusion, I speak to Maria Grazia Zedda, senior EDI manager at HS2, who is severely deaf. Maria Grazia speaks movingly about overcoming the challenges of disability and hardship when she arrived in London as a young woman. London is also where she found support on her career path and discovered her vocation, improving accessibility in the workplace for everyone. These uplifting experiences are captured in her first novel which is to be published in her native Italy. 

Maria Grazia welcomes the adoption of new technologies that enhance accessibility and inclusion, such as minicoms and auto-captions (Live Captions in Microsoft Teams), the use of which was accelerated by remote working. The momentum now needs to be maintained so that inclusion becomes a fundamental principle of the workplace and the built environment.

In this role, I get to work with so many organisations that are determined to collectively make a difference and accelerate our journey to net zero. One such organisation is Aberdeen City Council. I met with the Corporate Management Team and Alex Nicoll, co-leader recently to discuss their vision for the Council and its ambitious sustainability goals.

The team at Aberdeen sees acting on sustainability as a social and environmental duty. The Climate Change Scotland 2009 Act set out targets to reduce carbon footprints, make the best use of resources, reduce waste and protect water. It is something that Aberdeen City Council takes very seriously.

On the council’s own progress, Andy MacDonald, Director of Customer Services at Aberdeen City Council, said, “We will achieve net zero corporate carbon emissions by 2045 at the latest, with interim targets of a reduction of at least 48% by 2025 and a reduction of at least 75% by 2030. As a city at the heart of the energy sector, the energy transition is a vital priority for Aberdeen. Using skills, knowledge, and experience as a world-leader in energy, the city is investing in net zero technology, building low carbon infrastructure and reskilling and upskilling to support a just transition to net zero.”

This isn’t a new vision for the city. It began its journey to net zero several years ago. In 2020 the Council set out its Energy Transition Vision. This is its progressive plan to position Aberdeen as a climate positive city while helping to lead the world on the rapid shift to a net zero future.  

The city has also launched Aberdeen Adapts, which is a framework for city-wide adaptation to changes to our climate. The framework incorporates the views of local organisations and communities, and sets the direction to build long term city climate resilience.

Working with its citizens is key to meeting these goals. In fact, it is critical. We are all in this together so only by bringing the community into the actions taken can we see the change we need.

The Council has developed a Net Zero City Routemap, along with its Energy Transition Vision, following public consultations and engagement with citizens. This collaborative approach with stakeholders, both public and private, and communities is what will allow Aberdeen to succeed. With investment in the plans going far beyond the Council and into the communities they are supporting, there is a collective effort to see real change.

Making progress

The Council is already further along than many. It has been leading on low carbon technology with two hydrogen refuelling stations to service its growing hydrogen bus fleet. It has also rolled out LED street lighting, expanded its range of electric and hydrogen fleet vehicles, increased connections to district heating for some public buildings and council housing, and installed several green roofs across its buildings.

This overarching approach to reaching Net Zero means every part of the Council is being reviewed and changes made where needed. It also shows the citizens of Aberdeen that their Council is taking its commitment to everyone’s future seriously.

Technology will play a vital role in how Aberdeen City Council is able to achieve these goals. In how it is able to retrofit housing projects, in how it monitors scarce resources and in many other projects. This is where we come in. It is only when we work together that we can see real progress.

At Microsoft, we support Central Government organisations to enable employees to automate their workflows and business processes. We focus on everyone from civil servants on the frontline to technology experts. Our platform brings together Robotic Process Automation (RPA) and Digital Process Automation (DPA) into a single cloud-based solution. As a result, it has recently been named a leader in the 2021 Forrester Wave for Robotic Process Automation.

The public sector needs to respond to new challenges such as increasing digital services to citizens and giving civil servants more resources on the frontline. Streamline operations with intelligent automation

RPA turns manual tasks into automated workflows by recording and playing back human-driven interaction with systems that don’t support API-based automation. What this means is you can automate processes and exchange data with legacy, on-premise software. What happens when you combine RPA with AI and digital process automation (automated workflows across cloud services)? You get an end-to-end solution. One that creates reusable workflows or processes you can use throughout the organisation on a secure platform. This reduces the time it takes to complete tasks and reduces paper-based processes. Additionally, it frees up employees to focus on strategic work or spend more time with citizens.

Microsoft Power Platform is an intuitive, extensible platform of low-code tools. It empowers all users to collaborate and build transformational solutions.

It has seamless integration to Microsoft 365, Dynamics 365, Azure and more than 400 native connectors. This means users can break up data silos, surface insights and create flexibility in business processes. You can build all these solutions in-house. As a result, you’re reducing your IT spend while giving yourself more capabilities.

For instance, the Care Quality Commission (CQC) is responsible for monitoring the quality of care providers across England. To reduce manual paper processes, they built a low-code app with Power Apps for inspectors to use during site visits. They can complete reports quickly and easily onsite. In the meantime, that data flows back to connect to other inputs, such as online reviews, and social media. As a result, this delivers a more holistic view of care providers to CQC.

Gain new insights and reduce silos with intelligent automation

One of the benefits from having intelligent automation is the insights you can gain from it. As a result, you will be able to provide better services to citizens, improve employee wellbeing, and create new innovations.

To help decide which tasks to automate, we have introduced Process Advisor, a new process mining capability in Power Automate. It helps organisations better understand how their employees work. Process maps show the steps, repetitions, and provide out of the box analytics. Using these insights, organisations can decide which tasks to automate breaking down the barriers that might make it difficult for an organisation to identify where they might benefit the most from automation.

For example, Colchester Borough Council uses Microsoft to help deliver their services to 192,500 residents. They have used insights collected via Power BI to uncover areas of their Borough that need extra resources or information. With the help of Power Apps and Power Automate, staff can access, update, and share case and service information. They can do this securely via desktop and mobile devices in real-time.

Keeping your data safe

The public sector often deals with sensitive personal information. This means it’s important you ensure your technology is secure and compliant. Power Platform is built on Microsoft security standards. This includes the strong security and compliance features of Microsoft Azure and Microsoft Azure Active Directory. Azure benefits from multi-layered security with integrated controls in hardware and firmware. Admins can monitor usage and business impact across the entire tenant. This helps securely deploy and support a low/no code platform. Power Platform monitoring tools help you gain full visibility of what employees are building. At the same time you have visibility over the use of these apps and flows. This is a key difference from other IT development projects. Traditionally, IT teams can struggle to gain a full understanding of usage and data access.

Additionally, there are many targeted security and governance capabilities. These enable environment and tenant-wide data exfiltration governance as well as fine-grained data loss prevention rules and support.

Empowering the public sector with intelligent automation

According to a Forrester Total Economic Impact of Power Automate, using an intelligent automation solution in the cloud can deliver a three-year return on investment of 199 percent. In order to face unprecedented challenges and changes that the UK is facing, we built an Intelligent Automation Blueprint to stimulate thought and provide ideas for central government.

The public sector needs to identify the opportunities for automation, as well as the technology to deliver it. Power Automate is helping reduce repetitive, manual, time-consuming tasks so civil servants can focus on strategic work. Ultimately, this is helping deliver better services to citizens.

Power Automate can deliver quick wins. But it should be considered a core part of a long-term strategy to ensure your organisation is well equipped to become digitally transformed.

Balancing security and remote working

To help the property market operate, HMLR caseworkers need to be able to update and maintain the Land Register. This was challenged when the onset of COVID-19 severely hindered caseworkers’ ability to continue their work as they weren’t able to get to the office. Therefore, a solution was needed to ensure caseworkers could work from home whilst securely maintaining and updating the land register.

Microsoft and HMLR already work together to help empower employees with productive and collaborative tools. Windows Virtual Desktop (WVD) was quickly identified as a potential remote working solution. It provides the caseworkers with a virtualised Windows 10 desktop that can be accessed from any device. All the applications that the caseworkers depend upon to maintain the register are accessible remotely. The architecture of WVD has meant the solution has been able to be rolled out to 5,500 caseworkers in a matter of weeks.

The caseworkers are the foundation of operations and are instrumental in HMLR’s commitment to their core value: ‘Your Land and property rights; guaranteed and protected’. To continue this commitment, HMLR had to feel confident that WVD and Microsoft could be trusted with sensitive data. WVD separates the caseworkers work environment from the user device. This reduces the risk of sensitive data being left on a personal device. At the foundational level, HMLR can deploy a number of Azure security services without deprecating the performance of the desktop. Additionally, WVD service benefits from the security investments made in the Azure platform. This includes a multi-layered intelligent approach, with security built by design.

Deploying Windows Virtual Desktop for secure remote working

Once HMLR knew that WVD would help securely enable remote working and provide an agile user experience, they moved onto the next step. Technical teams were quickly established to create an initial WVD proof of concept for 20 users. WVD was then rolled out to a further 1,000 case workers. A total of 4,500 users are in scope for the first wave of deployment.

HMLR’s tips to balancing security and remote working

1. Start with a proof of concept to make sure it works well for the few before rolling it out to the many.
2. Keep security in mind when building the infrastructure from the ground up, make sure you use secure designs and best practices.
3. Leverage automation tools in Azure to build and deploy instances quickly.
4. Take advantage of the marketplace and native tools to deploy apps and services within hours.
5. Embrace the challenge head-on with a can-do attitude and open culture.

Deploying a new secure remote working solution quickly isn’t an easy task. But when you have one that focusses on the employees first, you’re more likely to have a successful deployment. HMLR did this by using WVD to make it easy for employees to access the network and access the information they need securely, and quickly.

Identifying a reliable remote working solution

The static on-premises solution was coping, just about. Recognising that they needed a more on-demand solution, they started looking at other options. Fife Council partnered with Microsoft to ensure that solutions were in place to allow employees to work productively and securely when remote in the event that they were unable to work on council office premises in the future.

Windows Virtual Desktop (WVD) was quickly identified as a solution to enable remote working and critical business continuity for Fife Council. WVD could be configured to deliver critical line of business applications and desktops to employees working remotely. Furthermore, Fife Council had already procured Microsoft 365 E3 to enable employees to access Windows in the physical office environment. This meant they didn’t need further license expenditure to enable access to WVD.

Partnering with Microsoft Engineering

In late 2019, Fife Council partnered closely with Microsoft Engineering to pilot WVD for remote workers. This allowed for feedback to be incorporated into service improvements on the Azure side and also within Windows 10 Multi-Session.

Rapid business continuity at scale

When COVID-19 hit communities in March 2020, Fife Council had already deployed the necessary infrastructure to allow remote working. They quickly scaled their WVD deployment from 400 users to over 6000+ users to meet working from home demands. Seamlessly, employees could use their personal devices to access their corporate environment. This meant that Fife Council didn’t have to spend lots of their budget to procure new devices. As WVD runs on Azure and cloud-based infrastructure, Fife Council could scale up the remote working solution overnight. This meant they only have to pay for the infrastructure they use. Use of Windows 10 multi-session has also allowed Fife Council to provide employees with a full and rich Windows 10 client, whilst achieving the cost savings enabled hosting multiple users on multi-session session hosts.

For Fife’s residents, this business continuity enabled by WVD at the local council has meant that vital services have been able to continue. This has a significant positive impact on the local community.

Learnings from Fife Council’s journey to remote working

Based on their experiences, the Fife Council team make the following recommendations to organisations looking to start a WVD Journey.

1. Understand your business justification, first: For us, this was our need to ensure that we had suitable business continuity in place to allow our employees to be productive wherever they are. This quickly changed from a nice to have to business critical overnight.
2. Start with the basics: We initially tried to mirror the ‘in office’ desktop experience via WVD. We quickly realised this was not the best approach and went back to basics. We then built on the basics which ended up being a far more balanced and effective approach.
3. Know your numbers: Take the time to understand the capacity that you need. This then helps you to understand the budget that you require.
4. Start with the WVD service released in public preview in May 2020. We started our journey a while ago. However, If we were to start again now we would absolutely start with the WVD service released in public preview in May 2020 and utilise those new features and capabilities. We are migrating to this now and are excited about what this can mean for the service we can deliver.
5. Understand the clients you need to support. Take the time to understand the end user requirements. Application requirements are paramount, especially as your legacy and specialised applications can be particularly tricky. Collaboration requirements, printing, and file sharing were all areas we had to make some pretty fast decisions on.
6. User choice. We offer a tier system to users based on their technology needs. For some users (Tier 1), email and calendar on their phone using Intune MAM/APP policies is sufficient. Other users (Tier 2) require Office 365 web apps (Word, Excel, PowerPoint, etc). Our Tier 3 users are those requiring the full ‘in office’ experience using WVD. There is a spectrum of solutions that Microsoft has available to ensure companies are able to effectively manage business continuity and mapping users to the right technology is key.

“Windows Virtual Desktop was absolutely essential for us in terms of our response to COVID-19. Like many, we were faced with a continuity issue unparalleled in recent times. For us, this meant not only the continuation of services we already delivered, but also responding very quickly to new demands. To do that, we needed to provide as close to the ‘in-office’ experience as we could to a workforce now working away from our offices. This meant multiplying previous remote working capacities by a factor of 15 almost overnight – something which would have been impossible without a scalable and cloud-based approach which also worked well on a range of Council and self-provided devices. There is little doubt that the Virtual Desktop solution will not only be vital to the future resilience of our public services to the people of Fife, but it will also form a key part of our future device strategy as we seek to develop new, agile and cost-effective approaches going forward.”
