A great opportunity exists to fuse information from pop-
\nulations of privately-held sensors to create useful sensing
\napplications. For example, GPS devices, embedded in cell-
\nphones and automobiles, might one day be employed as
\ndistributed networks of velocity sensors for traffic monitor-
\ning and routing. Unfortunately, privacy and resource con-
\nsiderations limit access to such data streams. We describe
\nprinciples of community sensing that offer mechanisms for
\nsharing data from privately held sensors. The methods take
\ninto account the likely availability of sensors, the context-
\nsensitive value of sensor information, based on models of
\nphenomena and demand, and sensor owners\u2019 preferences
\nabout privacy and resource usage. We present efficient and
\nwell-characterized approximations of optimal sensing poli-
\ncies. We provide details on key principles of community
\nsensing and highlight their use within a case study for road
