In distributed services shared by multiple tenants, managing
\nresource allocation is an important pre-requisite to
\nproviding dependability and quality of service guarantees.
\nMany systems deployed today experience contention, slowdown,
\nand even system outages due to aggressive tenants
\nand a lack of resource management. Improperly throttled
\nbackground tasks, such as data replication, can overwhelm
\na system; conversely, high-priority background tasks, such
\nas heartbeats, can be subject to resource starvation. In this
\npaper, we outline \u009dve design principles necessary for e\u009aective
\nand e\u009bcient resource management policies that could
\nprovide guaranteed performance, fairness, or isolation.We
\npresent Retro, a resource instrumentation framework that
\nis guided by these principles. Retro instruments all system
\nresources and exposes detailed, real-time statistics of pertenant
\nresource consumption, and could serve as a base
