Head-of-Line (HOL) Blocking is a well known cause of performance
\ndegradation due to missing packets resulting in latency
\nnot only for themselves but also to dependent packets
\nwhich have already arrived. Many existing approaches attempt
\nto alleviate the issue by removing dependencies between
\npackets so that packets which have already arrived
\nhave a lower chance of being delayed due to other packets
\nwhich are missing. Other complimentary approaches use adhoc
\nproactive retransmission or error correction to lower the
\nprobability of loss itself. In this paper, we show how application
\ndependent requirements can be used in conjunction
\nwith network parameter estimates to provide an optimal approach
\nto proactive retransmissions or error correction. In
\nthis approach, using network parameter estimates of bandwidth,
\ndelay, and loss, we first mathematically derive a probability
\ndistribution of the per packet delay which is then used
\nto optimize parameters in a forward error correction framework
